In spite of all the existing onboard equipment, including radar and AIS, the number of collisions, threatening manoeuvres and pirate attacks is not decreasing. Detecting a small rubber boat by radar is almost impossible. Only a good visual watch can detect it, and it still has to be made permanently and in the right direction.
